The Team

Jeff Allen is a former physicist and astronomer who left academia for data science in 2013. Since then, he has worked on multiple sides of the internet information ecosystem: on publishers who are trying to maximize the traffic they get from platforms, on platforms themselves, and on political organizations and campaigns just trying to navigate the online spaces.
At Facebook, he worked on tackling systemic issues in the public content ecosystems of Facebook and Instagram, developing strategies to ensure that the incentive structure that the platforms created for publishers was in alignment with Facebook’s company mission statement.
At the Integrity Institute, Jeff leads our research efforts, helping to harness the experience and expertise of our community of integrity professionals and share it with the world. He works with companies, policy makers, academics, and civil society to help build a better social internet.

Alba is a seasoned executive with over two decades of experience leading mission-driven organizations and driving sustainable growth across nonprofit, corporate, and government sectors. As Chief Executive Officer of the Integrity Institute, she brings a proven track record of strengthening infrastructure, forging cross-sector alliances, scaling service delivery, and building lasting impact. Her leadership has supported tens of thousands of professionals and students across the U.S. and globally, stewarded multimillion-dollar, mission-aligned partnerships with national and international enterprises, and launched programs that advance equity, education, human rights, and economic mobility.
Fluent in English and Spanish and grounded in service, Alba has elevated visibility and engagement through thought leadership, stakeholder collaboration, and strategic advocacy. At the Integrity Institute, she continues to steward its founding vision of advancing the creation and implementation of ethical, transparent social internet systems that help people, societies, and democracies thrive.

April is the Community Lead at the Integrity Institute, where they support and scale a global community of integrity professionals working to build a more trustworthy internet. With a deep love for connective, equity-centered spaces, they lead community programming that bridges the gap between practitioners, researchers, and advocates to surface what integrity looks like in action, online and IRL.
Their background spans digital safety, youth engagement, and cross-cultural mentorship. They previously led a federally funded innovation incubator focused on improving adolescent health outcomes, built the first moderator mentorship program for teens at Discord, and supported a global mentorship program through TechWomen, a U.S. State Department–funded initiative for women in STEM. They’ve worked across 25+ countries and believe in the power of story, culture, and community to drive social change. April is based in the San Francisco Bay Area.
Spencer Gurley

Spencer has been in the intersection of technology, policy and integrity since beginning his research in ethical AI at the University of California, Santa Cruz in 2019. Since then he has worked across a myriad of integrity topics including: AI, child safety, elections and transparency. Additionally, he has worked across numerous domains including: policy, risk assessments, regulatory frameworks and consultations. He is based in the Bay Area, California.
Carmen Garcia-Quiroz

Carmen's professional experience bridges strategic project management and human rights expertise. She has led research and operational initiatives with academic institutions, nonprofits, and private sector partners, focusing on migrant health, corporate responsibility, and community development.
Through her work in the United States and Mexico, she has cultivated expertise in partnership building, program administration, and translating research and policy priorities into practical impact. She is based in New York City.

Theodora Skeadas

Theodora Skeadas is a public policy strategist and thought leader at the forefront of technology ethics, platform governance, and responsible AI.
She currently works as Community Policy Manager at DoorDash, where she develops and implements trust and safety policies to protect users at scale. In addition, Theodora is Chief of Staff at Humane Intelligence, a nonprofit committed to collaborative red teaming and improving the safety of generative AI systems. She is also a Strategic Advisor for Technology Policy at All Tech Is Human, where she helps shape cross-sector solutions for more ethical and inclusive tech development.
Previously, Theodora worked on Twitter’s global Public Policy team, focusing on human rights, disinformation, content moderation, child exploitation, and managing the company’s Trust and Safety Council. She has also consulted with organizations including National Democratic Institute, Carnegie Endowment for International Peace, Committee to Protect Journalists, Partnership on AI, Duco, and the W7.
She is currently pursuing a Ph.D. in Applied Philosophy at King’s College London, exploring ethical responses to online harms and the governance of emerging technologies. She has an MPP from the Harvard Kennedy School and a BA from Harvard College.
Vaishnavi J

Vaishnavi is an expert in youth safety, privacy, and responsible platform design, with a career spanning leadership roles at some of the world’s largest technology companies. She is the founder of Vyanams Strategies (Vys), helping organizations navigate the complex intersection of product strategy, platform governance, and child safety.
Vaishnavi previously served as the Global Head of Youth Policy at Meta, where she led company-wide efforts to implement age-appropriate design across Instagram, Facebook, VR, and messaging products. Before that, she was Twitter’s first Head of Safety in Asia-Pacific and later directed global video trust & safety operations. At Google, she helped drive cross-functional child safety initiatives, working closely with product, legal, and policy teams.
Her work today centers on helping platforms strengthen governance systems - through red teaming, policy development, and responsible AI practices - to address evolving regulatory requirements and societal expectations. She advises on risk mitigation strategies related to age assurance, design bias, and harmful content, with a focus on scalable, developmentally appropriate solutions.
Vaishnavi’s insights have been featured in The New York Times, BBC, CNN, NPR, Rolling Stone, and The Wall Street Journal. She brings a cross-disciplinary perspective and a strategic approach to building safer, more trusted platforms for the next generation of users.
Bhupesh (Vic) Madan

Bhupesh (Vic) Madan brings over 30 years of diverse finance experience spanning various industries and roles. After starting his career in hospitality finance at property level in New York City, Vic transitioned to a Corporate Manager role for a large global and Hospitality and Travel company, which brought him to Twin Cities, where he currently resides.
Vic’s finance experience includes lead roles and working closely with organizational leadership as a consultant, on high level initiatives including financial planning and analysis, performance reporting, systems implementations, process improvement, transformations, acquisitions and divestures.
Vic strongly believes in giving back to the community in a meaningful way: whether it be volunteering as a coach for his sons’ soccer and basketball teams, serving on a school board’s strategic planning committee, or helping prepare community meals. At Integrity institute, he looks forward to devoting his time to help it grow and continue to make an impact.
Vic received a Master of Business Administration from Simon Fraser University in British Columbia.
Jennifer Kelly

Jennifer Kelly is a product and operations executive with over 15 years of experience in platform governance, trust and safety, and risk management across global digital marketplaces. She currently serves as Head of Platform Governance and Strategy at eBay, where she leads policy initiatives to strengthen marketplace integrity, enhance item and listing compliance, and embed trust, accountability, and regulatory rigor into platform design and operations.
Jennifer has held senior leadership roles at Upwork, Etsy, and PayPal, where she built and scaled global teams across product, policy, and operations. As Vice President and General Manager of Trust & Safety at Upwork, she led end-to-end strategies to protect platform integrity while enabling growth and user engagement. At Etsy, she spearheaded global marketplace integrity efforts, fostering a safe and trusted ecosystem for millions of buyers and sellers. Her expertise spans enterprise risk management, content moderation, regulatory compliance strategy, financial crime prevention, and governance in complex, highly regulated environments.
Jennifer holds a B.A. from Hamilton College and a J.D. from Fordham University School of Law. She lives in the Greater New York City area with her husband and three children.
Leah Ferentinos

Leah Ferentinos is an AI Governance Intelligence Product Manager at Credo AI. She previously managed Trust & Safety Global Risk & Compliance initiatives at KPMG & served as a Product Policy Manager at Meta, driving information quality and global election integrity content policy development. She is deeply invested in AI Governance, having conducted research with Mastercard's Responsible AI team, Arcadia Impact, and the United Nations Development Programme.
She has also held research roles at Yale Law School’s Information Society Project, the Floyd Abrams Institute for Freedom of Expression, & the Annenberg Public Policy Center. Leah co-founded the Information Professional’s Association NYC chapter & serves on AI Policy advisory committees for Marketplace Risk, All Tech Is Human, NYC Public Schools, & Stanford University’s Deliberative Democracy Lab. Leah holds dual graduate degrees from Penn Law & the Annenberg School at the University of Pennsylvania and has taught at Penn, Yale, Stanford, Quinnipiac & Binghamton University.

Swapneel Mehta

Dr. Swapneel Mehta is cofounder at SimPPL and a postdoctoral fellow in agentic AI at MIT and Boston University working at the intersection of digital platforms, AI safety, and information integrity. He has been a Google Research Innovator and Atlantic Dialogues Emerging Leader as a result of his contributions in technology and policy development. His work has been awarded competitive grants and awards from NSF, Google, MIT, Mozilla, Wikimedia, and others. He previously held machine-learning roles at Twitter, Slack, Adobe, Oxford University, and CERN.
