New Report Calls for Proactive Solutions to Tech-Facilitated Gender-Based Violence

Existing solutions to tech-facilitated gender-based violence (TFGBV), such as content moderation, often react to harm after it occurs—placing the burden of safety on victims. A new report from the Integrity Institute and the Council on Technology & Social Cohesion advocates for a shift toward proactive, design-focused approaches that embed safety and user empowerment into social media platforms from the start.

The report outlines strategies for integrating safety into platform design, reducing reliance on reactive moderation, and ensuring that online spaces are built to prevent harm before it happens. By prioritizing structural changes, the report provides a roadmap for tech companies, policymakers, and civil society to create a safer digital environment for all users.
