Joint Response to Ofcom’s Consultation on Guidance for a Safer Life Online for Women and Girls
On May 22, 2025, the Integrity Institute, Council on Tech and Social Cohesion, and USC Marshall Neely Center submitted a joint response to Ofcom’s consultation on draft guidance for creating a safer life online for women and girls.
Our submission highlights that preventing tech-facilitated gender-based violence (TFGBV) requires a multifaceted approach that integrates behavior-focused interventions and upstream design solutions. This way, platforms can not only mitigate harm but also address the underlying structures that enable abuse.
We would like to acknowledge the contributors from our membership: Yee Carter, Sarah Amos, Gabe Freeman, Vaishnavi J, Olivia Conti, Luca Belli, and Leigh Honeywell.
We are thankful to Ofcom for allowing integrity professionals and other experts to share their expertise and insights to shape proposals that directly affect them.
